From what I know, emeralds are more common than even gold, but only in Extreme Hills biomes. This makes them, on average, slightly more rare than diamonds. I suddenly understand why they only spawn in Extreme Hills, though: so that emeralds are hard to find naturally anyplace near villages. The Internet is a big place, friend.
