In fact a study conducted by the Gemological Institute of America (GIA) determined that fluorescence negatively impacts the visual performance of a diamond in fewer than 2% of instances, in which the level of fluorescence is almost always strong to very strong blue.

So it seems that the data provided by the GIA study on fluorescent diamonds from 1997 (Winter edition of GIA Gems & Gemology magazine) indicates that blue fluorescence does have an effect upon our ability to perceive color within diamonds… diamonds with strong blue fluorescence are more likely to be judged as having a better color appearance when viewed table-up.

If the diamonds you are looking at have a strong or very strong blue fluorescence, then they will most likely appear hazy, oily, or cloudy and this will also cause the diamonds to appear less transparent. When comparing diamonds back to back, you will definitely see a difference between a diamond with strong fluorescence and one with little or none.

However, after doing some research on the internet I've found multiple sites stating that strong blue fluorescence on a diamond is bad and that many jewelers will try to make it appear like it is a value by flaunting how white it appears and how much more of a value it is.

Simply put, blue fluorescence had a negligible effect on the face-up appearance of diamonds in the colorless or near-colorless grade ranges (grades D through J) except for a slight improvement in the rare instances of very strong fluorescence intensity.

According to GIA and AGS, strong fluorescent diamonds with a hazy/oily/milky appearance are extremely rare. Diamonds with extremely strong blue fluorescence and a distinctive oily or hazy appearance, often referred to as “overblues,” are also a concern to the industry.

Now, as strong or very strong blue fluorescence usually makes a diamond appear hazy, I would not recommend buying such a diamond unless you can inspect it first! Diamonds within the D – F range are very prone to appearing hazy when combined with strong or very strong blue fluorescence:
